1. Parties, acceptance, and service overview
These Terms and Conditions are between you and HILLMARK CONSULTING LTD, Company number 16592223, registered office at 66 Paul Street, London, England EC2A 4NA, United Kingdom, operating the website Brightskins.
By visiting Brightskins, signing in with Steam, creating an account session, browsing listings, placing an order, selling or trading CS2 skins where available, submitting a Steam Trade Offer URL, contacting support, making a complaint, or otherwise using the service, you agree to these Terms and Conditions and the policies linked from the legal center.
Brightskins provides an online marketplace-style service for browsing, buying, and where available selling or trading Counter-Strike 2 digital in-game items, commonly called CS2 skins. Items are digital content and are delivered through Steam Trade Offers or related Steam functionality.
Brightskins is independent and is not affiliated with, sponsored by, or endorsed by Valve Corporation, Steam, Counter-Strike, or CS2.
2. Eligibility, age, and account creation through Steam
- You must be at least 18 years old, or the age of majority in your jurisdiction if higher, and legally able to enter into a contract.
- You must not use Brightskins if doing so is illegal in your country, if you are subject to sanctions, or if you are acting for another person without authority.
- Protected functions require sign-in through Steam. You authorise Brightskins to use Steam authentication data to create and manage your Brightskins account session.
- You are responsible for keeping your Steam account secure, using the correct account, and ensuring your Trade Offer URL is accurate and active.
- We may refuse, suspend, restrict, or close an account where required by law, compliance checks, fraud controls, payment-provider requirements, or breach of these Terms.
3. CS2 skins, listings, and digital content
- You acknowledge that CS2 skins are digital items, are not legal tender, deposits, e-money, securities, or financial products, and do not provide ownership rights in Valve intellectual property.
- You must not use Brightskins for investment, gambling, money laundering, sanctions evasion, or any illegal purpose.
- Item names, images, rarity, wear, float, stickers, descriptions, prices, availability, and delivery estimates may come from internal systems, suppliers, Steam-related sources, or other market data and may change or become unavailable.
- We try to keep listings accurate, but display errors, stale inventory, pricing mistakes, supplier failures, Steam restrictions, caching, and technical errors may occur.
4. Buying skins and order formation
- You create an order by selecting items, providing required checkout details, accepting the applicable legal policies, and completing payment or payment authorisation.
- An order is accepted only when we confirm acceptance, create a fulfilment instruction, reserve or purchase the item for delivery, or otherwise begin fulfilment.
- We may decline, cancel, delay, refund, or manually review an order before or during fulfilment if the item is unavailable, incorrectly priced, unsafe to deliver, restricted, linked to suspicious activity, or flagged by payment, AML, fraud, sanctions, or KYC controls.
- Prices may include marketplace costs, supplier costs, payment costs, currency conversion, risk, operational costs, and service margin. Final checkout pricing is shown before you submit the order.
5. Selling or trading skins where available
If Brightskins makes selling or trading functions available, you must have lawful control of the Steam account and items you offer. You must not submit stolen, borrowed, restricted, fraud-linked, or otherwise unauthorised items.
Any offer to sell or trade may be subject to item verification, Steam restrictions, price review, AML and fraud checks, sanctions screening, payment-provider requirements, and manual approval. We may refuse or cancel a sale or trade where risk is unacceptable or information is incomplete.
6. Payments and payment providers
Payments may be processed by third-party payment providers. Their technical requirements, risk checks, terms, fees, currency conversion, settlement timing, authentication requirements, and rejection decisions may apply.
You must use a payment method that you are authorised to use. We may request additional information to verify payment ownership, identity, source of funds, or transaction purpose.
7. Trade Offers and delivery
Delivery depends on Steam systems, your Steam account status, trade restrictions, item availability, supplier availability, payment confirmation, and our fraud and compliance review. Delivery times are estimates and are not guaranteed.
You must provide a correct, current, and usable Steam Trade Offer URL for the Steam account that should receive the item. If the URL, account, partner ID, token, region, trade settings, Steam Guard status, or account state is wrong or restricted, delivery may fail or be delayed.
You must review each Trade Offer carefully before accepting it. Once a digital item has been accepted, delivered, transferred, consumed, resold, or otherwise made available to the nominated Steam account, cancellation and refund rights may be limited as described in the Refund & Cancellation Policy and applicable consumer law.
8. Cancellations, refunds, and digital content rights
Because CS2 skins are digital content delivered through Steam systems, fulfilment can begin quickly after order creation. By submitting an order, you request that we begin fulfilment and acknowledge that cancellation may no longer be possible once fulfilment, item reservation, item purchase, or Trade Offer creation has started.
Refunds, cancellations, delivery errors, disputes, and chargebacks are handled under the Refund & Cancellation Policy. Nothing in these Terms limits mandatory consumer rights that cannot be excluded under applicable law.
9. Compliance, KYC, AML, sanctions, and fraud checks
- We may carry out risk-based account, payment, device, IP, Steam, order, Trade Offer, sanctions, PEP, KYC, source-of-funds, and fraud-prevention checks.
- We may delay delivery, request documents, request source-of-funds information, refuse service, cancel an order, refund a payment, restrict an account, or report activity where required by law, payment providers, fraud controls, sanctions obligations, or our policies.
- You must provide complete and accurate information when requested. False, misleading, incomplete, or delayed information may result in refusal of service, account restriction, cancellation, refund, or escalation.
- We are not required to disclose the full detail of fraud rules, risk scores, sanctions-screening logic, vendor results, or investigation methods.
10. User obligations and acceptable use
- Provide accurate checkout, contact, account, payment, KYC, source-of-funds, and Trade Offer information when requested.
- Comply with the Acceptable Use Policy, AML & Fraud Prevention Policy, KYC & Sanctions Policy, and all applicable laws.
- Do not use stolen accounts, stolen payment methods, bots, exploits, scraping, chargeback abuse, false identity information, or attempts to bypass sanctions or compliance checks.
- Do not manipulate listings, abuse pricing errors, interfere with delivery systems, reverse engineer the service, overload the website, submit malware, harass staff, or misuse support, complaints, refund, or chargeback processes.
- Notify support promptly if you believe your account, payment, Trade Offer URL, or order has been compromised or used without authorisation.
11. Chargebacks, disputes, and complaints
You agree to contact support before starting a chargeback or payment dispute so we can investigate and attempt to resolve the issue. We may provide order, delivery, account, Trade Offer, support, and fraud-prevention evidence to payment providers, banks, card networks, or dispute handlers.
Complaints are handled under the Complaints Procedure. We may need order IDs, Steam account details, payment references, screenshots, Steam trade history, or other evidence to investigate.
12. Intellectual property and Valve disclaimer
Brightskins content, design, code, logos, layout, text, and service materials are owned by or licensed to HILLMARK CONSULTING LTD. You may not copy, modify, scrape, resell, or commercially exploit them without permission.
Valve, Steam, Counter-Strike, CS2, item names, images, and related marks are owned by Valve Corporation or its licensors. References are made only to identify compatible digital in-game items.
Your purchase or receipt of a CS2 skin does not transfer ownership of Valve intellectual property and does not create any relationship between you and Valve through Brightskins.
13. Service availability and changes
We may update, suspend, withdraw, restrict, or change any part of Brightskins, including listings, checkout, payment methods, supported countries, delivery methods, fees, support flows, account features, and legal policies.
We do not guarantee that Brightskins, Steam, payment providers, suppliers, APIs, or Trade Offer functionality will always be available, uninterrupted, accurate, secure, or error-free.
14. Consumer rights and liability
Nothing in these Terms excludes liability that cannot be excluded under applicable law, including liability for fraud, fraudulent misrepresentation, death or personal injury caused by negligence, or mandatory consumer rights.
To the fullest extent permitted by law, Brightskins is not liable for Steam outages, third-party service failures, supplier failures, market price changes, lost profits, loss of opportunity, account restrictions imposed by Steam, incorrect user-provided information, user-side security failures, delayed Trade Offers, or indirect or consequential loss.
If we are liable to you for a direct loss connected with an order, our liability will not exceed the amount you paid Brightskins for the affected order, unless applicable law requires otherwise.
15. Force majeure
We are not responsible for delay or failure caused by events outside our reasonable control, including outages, cyber incidents, regulatory action, payment network disruption, Steam restrictions, war, strikes, sanctions, or natural events.
16. Changes to these Terms
We may update these Terms to reflect service, legal, compliance, or operational changes. Material changes will be posted on Brightskins and will apply from the stated effective date.
If you continue to use Brightskins after updated Terms take effect, you accept the updated Terms. If you do not agree, you must stop using the service.
17. Governing law, complaints, and contact
These Terms are governed by the laws of England and Wales. The courts of England and Wales will have jurisdiction, subject to any mandatory consumer rights that apply in your country of residence.
